Your telegram of the 11th December I regret delay in answering due to the necessity for consulting other depart- ments. I am replying by today's mail. Meanwhile general answer is that provided conditions laid down in my telegram of the 12th ilovember are observed and licence obtained under Trading with the Enemy Proclamation no objection will be offered to the transactions referred to. Full information as to cargoes transhipped and ships in which they will be carried, however, should be supplied to me in good time in every case for trans- mission to the Admiralty. It is impossible to guarantee free- dom from capture by the French.
